The Southwest Minnesota Private Industry Council (PIC) bids a heartfelt farewell to Mary Mulder, Public Assistance Program Manager, who is retiring after nearly 40 incredible years of service. Mary’s journey with the PIC began on July 1, 1985, the day the organization first opened its doors, and her contributions since then have made a lasting impact on the organization, its staff, and the communities it serves.
Mary started her career at the PIC as a Job Training Specialist before taking on the role of Public Assistance Program Manager in 2002. In this capacity, she led the division overseeing MFIP, DWP, and SNAP Employment and Training Services across 14 counties while simultaneously carrying her own caseload—a testament to her hands-on and empathetic leadership style.
Mary's commitment to serving others extended beyond her role. She played a pivotal role in securing funding for a new Refugee Employment Specialist, addressing the unique needs of new immigrants in the region. Her ability to transform challenges into opportunities was exemplified in her leadership during community changes, demonstrating a visionary approach to workforce development.
Mary’s dedication to community service was evident in her involvement with numerous boards throughout her time at the PIC. Among her many roles, she was a long-standing member of the Southwest Minnesota Transportation Council and previously served on the board of the Southwest Minnesota Housing Partnership. These two boards are just a glimpse of the many ways she contributed to advancing opportunities and improving the community.
Mary’s impact on her colleagues and participants is profound. Crystal Steffen, a former PIC employee, shared:
"Mary’s laugh was infectious, and her approach to work taught me that you can get the job done without taking everything too seriously. Her ability to lead while sharing in the challenges made her relatable and inspiring."

Mary’s innovative and inclusive leadership has enhanced the lives of countless participants. She ensured that programs were not only effective but also accessible to all, providing translation services and fostering partnerships that removed barriers to success. She championed diversity, equity, and inclusion, building a team and workplace culture that reflected the richness of the communities PIC serves.
Her colleagues admire her holistic approach, which extended to her leadership of PIC’s Wellness Committee. From securing grants for staff health initiatives to organizing community resource connections, Mary consistently went above and beyond to support both staff and participants.
As Mary transitions into retirement, she looks forward to embracing her role as a grandmother—a new chapter filled with family and cherished moments.
Mary’s contributions to the PIC and Southwest Minnesota are immeasurable. Executive Director Carrie Bendix summarized it best:
